Ocean holds a Bachelor of Arts from the International and Diplomatic Affairs department of national Cheng-Chi University, where he graduated in 1975, and  the the Administrative Institute in 1981.  Ocean joined Fair Electronics in 1990, initially in sales and in 1998 became Vice President and General Manger, a role that he now fulfils in GDS Taiwan (after GDS's acquisition of Fair Electronics).
